Structural work (gros œuvre) in Morocco in 2026: cost, quotes and paying from abroad
By Yassine AT-TARASSI, architect · Updated on · Reference texts (4)
You live abroad, or you are investing in Morocco, and a builder has sent you a quote for the gros œuvre — the structural shell of the house. This guide explains what that word covers in Morocco, what it costs in 2026 according to the CITURBAREA simulator, how to read a Moroccan structural-work quote line by line, and how to pay it in stages without being on site. Figures are recalculated whenever material prices are updated.
In short: for a two-storey (R+1) 150 m² house in Kénitra on good ground, the CITURBAREA simulator prices the structural shell alone (site set-up, earthworks, foundations, reinforced concrete, blockwork and render, roof waterproofing) at 338,822 DH excl. VAT, about 2,259 DH/m² with a general contractor. With a tâcheron (labour-only builder) and materials bought by you, it drops to about 1,598 DH/m² — but someone has to buy, receive and check those materials on site. Clay ground (raft foundation) adds about 42,000 DH. The shell is 53 % of the building works: it is the quote that deserves the most scrutiny, and the stage where remote owners lose the most money.

What does "gros œuvre" mean on a Moroccan quote?
In Morocco the house is almost always a reinforced-concrete frame (columns, beams, hollow-block floors) filled with hollow concrete blocks and rendered with cement. Gros œuvre is everything up to a watertight shell. It does not include windows, tiles, plumbing or electrics — those are second œuvre. Builders split the shell into six packages; check that each one is on the quote:
| Package (as named on Moroccan quotes) | What it covers | Amount excl. VAT (DH) | DH/m² |
|---|---|---|---|
| 00 Installation de chantier (site set-up) | Site fence, temporary water and power, site hut | 12,652 | 84 |
| 01 Terrassements (earthworks) | Topsoil stripping, trench and pit excavation, backfill, spoil removal | 5,913 | 39 |
| 02 Fondations (foundations) | Blinding concrete, pad footings, ground beams, starter bars, hardcore, ground slab | 64,243 | 428 |
| 03 Béton armé (reinforced concrete frame) | Columns, beams, ring beams, hollow-block floors (hourdis), solid slabs, stairs, parapet | 123,068 | 820 |
| 04 Maçonnerie et enduits (blockwork and render) | 20 cm block walls, 10 cm partitions, internal cement render, screeds | 104,324 | 695 |
| 05 Étanchéité (roof waterproofing) | Falls screed, two-layer SBS membrane, protection, roof insulation, upstands | 28,621 | 191 |
| Total shell | 53 % of the building works | 338,822 | 2,259 |

Two-storey house, 150 m² of floor area, 75 m² footprint, mid-range, Kénitra, general contractor. CITURBAREA simulator, 2026 prices, recalculated at each price update.
Many Moroccan quotes move partitions, internal render and screeds into "second œuvre". The structural core alone (concrete frame and external walls) is about 1,130 DH/m². Before comparing two quotes, make sure the same packages are inside.
Contractor or tâcheron: which suits an owner who lives abroad?
| Scenario (150 m² house, Kénitra) | Shell excl. VAT (DH) | DH/m² (150 m² above ground) | Difference |
|---|---|---|---|
| Good ground, pad footings, general contractor | 338,822 | 2,259 | reference |
| Average ground, strip footings | 357,220 | 2,381 | +18,398 |
| Clay or fill, raft foundation | 381,056 | 2,540 | +42,234 |
| Good ground, tâcheron (you buy the materials) | 239,736 | 1,598 | −99,086 |
| Good ground + 75 m² basement, 3 m deep | 639,138 | 4,261 | +300,316 |

With a tâcheron, the 1,598 DH/m² breaks down in the engine into about 1,090 DH/m² of materials (concrete, steel, blocks, hollow blocks, cement) that you pay to the builders' merchant, about 462 DH/m² of labour (cost before the tâcheron's margin) and about 63 DH/m² of site set-up. The contractor's extra covers site overheads, employer social charges (21.09 % in the engine), general costs and a margin on materials.
For a remote owner, the saving is often illusory: materials are ordered by phone, deliveries are not counted, cement is stored in the rain, and nobody checks the steel before the concrete is poured. If you choose a tâcheron, you need someone on site who orders, receives and checks — in practice your architect, under a site-supervision assignment. A general contractor with a written quote, a programme and stage payments is usually the safer route when you are thousands of kilometres away.

How do you read a Moroccan structural-work quote?
| Term on the quote | Meaning | Why it matters to you |
|---|---|---|
| DQE / BPU | Bill of quantities with unit prices (détail quantitatif estimatif / bordereau des prix unitaires) | Lets you compare builders line by line; a single lump sum per m² does not |
| Situation | Interim valuation of work done, the basis of each payment | Pay only situations checked against the site, never far ahead of progress |
| Retenue de garantie | Retention kept back from each payment until handover | Your leverage to get defects fixed after completion |
| HT / TTC | Excluding / including VAT (20 %) | A quote that does not say which is not comparable |
| Tâcheron | Labour-only gang leader; you supply the materials | Cheaper on paper, but you carry ordering, storage and quantity risk |
| B25, HA Fe E500 | Concrete strength class; high-bond reinforcing steel grade | Must be written on the quote, with ready-mix or site-mixed |
| Plans de béton armé | Reinforced-concrete drawings from the engineering consultancy (BET) | Without them, steel quantities are decided on site |

How much concrete and steel should a 150 m² house use?
Useful to sanity-check a "supply and build" quote or a delivery note you receive by WhatsApp:
| Material | Whole house | Per m² of floor |
|---|---|---|
| Ready-mix concrete B25 | 47 m³ | 0.31 m³ |
| Reinforcing steel (HA) | 2,559 kg | 17 kg |
| Cement, 50 kg bags (mortar, render, screeds) | 258 bags | 1.7 bag |
| 20 cm / 10 cm hollow blocks | 2,869 / 1,616 | 19 / 11 |
| 16 cm hollow floor blocks (hourdis) | 1,181 | 7.9 |
Steel depends heavily on the ground: the engine goes from 17 kg/m² on pad footings to 27 kg/m² on a raft and about 30 kg/m² with a basement. Only the engineer's reinforced-concrete drawings give the quantities to order — see engineering consultancy (BET) in Morocco.
How do you pay for the shell in stages from abroad?
Pay by situations tied to milestones that someone you trust has seen, never by calendar date. Here are the cumulative values of the reference house (contractor, excl. VAT), to calibrate a payment schedule:
| Milestone you ask to see (photos, video call, architect's report) | Cumulative value excl. VAT (DH) | What must be checked before you pay |
|---|---|---|
| Foundations poured, ground slab done | 82,808 | Bottom of excavation, reinforcement before pouring, setting-out against the permit plans |
| Last floor slab poured | 205,876 | Reinforcement of each slab checked against the engineer's (BET) drawings before pouring |
| Walls and internal render finished | 310,201 | Plumb walls, ring beams, openings where the plans put them |
| Roof waterproofed | 338,822 | Upstands, falls, flood test before the protective screed |

Keep a retention until handover, insist on dated photos and a short report at each milestone, and have each situation validated by the architect before you transfer money. On CITURBAREA, situations and invoices are validated by the client before payment, and all exchanges stay on the platform. See choosing a construction company in Morocco.
Red flags on a structural-work quote
- A price per m² with no quantities: it says nothing about the foundation type or slab thickness. Ask for a bill of quantities (see our example of a Moroccan house quote).
- No concrete class written: B25 at least for the frame in the simulator, ready-mix or site-mixed stated.
- No reinforced-concrete drawings: the steel is left to the site's judgement.
- No soil investigation: switching from pad footings to a raft adds about 42,000 DH to the reference shell.
- Waterproofing left out: about 191 DH/m² here; see flat roof waterproofing.
- Large advance requested: a limited start-up advance can be justified; beyond that, payments should follow verified progress.
- VAT unclear: ask for every line excl. VAT (HT) with VAT at 20 % shown separately.
Labour rates and working days
| Trade | Daily rate (DH, 8 h, before charges) | Days for the house (engine) |
|---|---|---|
| Labourer | 150–250 | 161 |
| Skilled mason (maâlem) | 280–450 | 93 |
| Steel fixer | 280–450 | 15 |
| Formwork carpenter | 280–450 | 11 |

What about a 100 m² or 200 m² house, or three storeys?
| House (mid-range, Kénitra, contractor) | Shell excl. VAT (DH) | DH/m² |
|---|---|---|
| 100 m² of floor, R+1 | 241,283 | 2,413 |
| 150 m² of floor, R+1 | 338,822 | 2,259 |
| 200 m² of floor, R+1 | 434,832 | 2,174 |
| 225 m² of floor, R+2 | 470,783 | 2,092 |
Detail in the estimator → · Reference prices and data sheets →
The price per m² falls as the house gets bigger: foundations, site set-up and the roof are spread over more square metres. This matters if you are comparing a small family plot with a larger villa project.
Does the shell cost the same in every city?
| City (150 m², two storeys) | Contractor, DH/m² | Tâcheron, DH/m² |
|---|---|---|
| Kénitra | 2,259 | 1,598 |
| Rabat | 2,583 | 1,825 |
| Casablanca | 2,560 | 1,809 |
| Fès | 2,236 | 1,582 |
Detail in the estimator → · Reference prices and data sheets →
City differences come from the engine's regional coefficients for materials and labour (see the pricing method): they are estimates, not site surveys in each city.
What should you do next?
- Get the architect's plans and a soil investigation, then the engineer's reinforced-concrete drawings.
- Price the shell package by package in the simulator to have a reference.
- Send the same bill of quantities to three builders and compare line by line.
- Agree a written contract, a programme and milestone payments with a retention. For the full house budget, see house construction cost per m² and steps to build a house in Morocco.
Other published figures: Habitat Services Plus (November 2024) puts villa structural work at 2,000 to 3,500 MAD/m². Our contractor figure (2,259 DH/m²) falls inside that range; the tâcheron figure is below it because it carries no contractor overheads or margin.

Frequently asked questions
How much does structural work cost per m² in Morocco?
For a two-storey 150 m² house in Kénitra on good ground, the CITURBAREA simulator gives about 2,259 DH/m² excl. VAT with a general contractor, and about 1,598 DH/m² with a tâcheron and materials bought by the owner.
Can I build the shell with a tâcheron if I live abroad?
Only if someone you trust orders, receives and checks the materials and the reinforcement on site — usually the architect under a site-supervision assignment. Otherwise the saving is often lost in waste, missing deliveries and rework.
How should I pay for the structural work from abroad?
By situations tied to milestones checked on site: foundations, last slab, blockwork, waterproofing. In the reference house, the cumulative value is about 83,000 DH at foundations and 206,000 DH at the last slab. Keep a retention until handover.
How much steel does a house need?
About 17 kg of reinforcing steel per m² of floor on pad footings, 27 kg/m² on a raft. Only the engineer's drawings are binding.
What share of the total does the shell represent?
About 53 % of the building works of a mid-range house, partitions, render and screeds included.
Are Moroccan quotes excluding or including VAT?
Both exist. Ask for prices excluding VAT (HT) with VAT at 20 % added separately, so that quotes can be compared.
What does a basement add?
For a 150 m² house, a 75 m² basement 3 m deep adds about 300,000 DH excl. VAT to the shell: excavation, retaining walls, drainage, below-ground waterproofing and an extra slab.
