Reinforced concrete frames in Morocco: standards, mandatory texts and floor-by-floor checks

A reinforced concrete frame in Morocco must be designed to the seismic code RPS 2000 (2011 version), using the seismic zoning revised by Decree No. 2-24-766, and built with products that comply with the mandatory standards: high-bond steel (NM 01.4.096, NM 01.4.097), plain round bars and welded mesh, cement (NM 10.1.004) and concrete (NM 10.1.008). The structural engineer's calculation note and drawings turn these rules into element-by-element instructions; on site, every storey is checked at reinforcement stage before the pour, then through tests on the concrete.

Scope

This page deals with the load-bearing reinforced concrete frame above the foundations: columns, shear walls, beams, ring beams, floors (solid slabs and hollow-block floors), staircases and parapets. Infill masonry belongs to the masonry work package, while foundations and substructure have a page of their own.

It applies storey by storey, from the first suspended floor up to the roof: the same inspections come back on every level, which makes this the most repetitive work package and the one where evidence is most easily lost.

Who does what

PartyRole
Structural engineering consultancy (BET)Prepares the calculation note to RPS 2000, the formwork and reinforcement drawings for each storey, specifies concrete and steel, and must be consulted on any change.
ArchitectKeeps the architectural and structural drawings consistent, ensures compliance with the permit, attends acceptances and follows up snags.
Inspection body (where appointed)Reviews the design, inspects the hold points on each storey and issues a final report on structural soundness.
Testing laboratorySamples and tests the concrete for each storey; tests the steel when its quality is in doubt.
Main structural contractorCarries out the work, provides material evidence, calls for acceptance before every pour and observes the striking times set by the structural consultancy.
Client (owner)Appoints the parties, refuses any pour without acceptance and keeps the storey-by-storey evidence file.

Inspection milestones

  1. Engineering consultants and inspection body appointed Good practice
Structural consultancy and, where relevant, the inspection body appointed before the detailed design stage (APD).
  2. Structure designed and approved by the inspection body Specification (CPS) requirement
Structural construction drawings and calculation note complete, with the inspection body's opinion if it has been appointed.
Standards to check at this milestone: NM 01.4.097
  3. Columns and walls of the level accepted (each level) Specification (CPS) requirement
Column and wall reinforcement for the storey accepted against the drawings before pouring; verticality and formwork checked.
Standards to check at this milestone: NM 01.4.096, NM 01.4.097, NM 10.1.008
  4. Floor slab of the level accepted, cast and tested (each level) Specification (CPS) requirement
Floor of the storey: reinforcement, openings for services and propping accepted before the pour; concrete samples labelled.
Standards to check at this milestone: NM 01.4.096, NM 01.4.097, NM 10.1.004, NM 10.1.008
  5. Structural works accepted (weathertight) Specification (CPS) requirement
Structural works accepted: full set of test reports, snags cleared, inspection body's report where one is appointed.

Common non-conformities and follow-up

FindingAction
A column or wall is out of plumb once the formwork is struck.Survey it and ask the structural consultancy; rework it or justify it in writing before the next storey goes up.
An opening was forgotten in a slab and is drilled afterwards. No core drilling without the structural consultancy's approval; any strengthening it requires is prescribed in writing.
Concrete cover too thin, with bars exposed when the formwork comes off.Assessment and treatment as prescribed by the structural consultancy, recorded in the site log.
A concrete test for one storey comes out below the specification.Do not load that storey; carry out further tests and a check by the structural consultancy, then record a written decision.
A structural change is requested during the works (removing a column, cutting an opening in a shear wall).Study and amended drawing from the structural consultancy, opinion of the inspection body, and a check by the architect that the permit is still respected.

Frequently asked questions

Which standards govern reinforced concrete in Morocco?

RPS 2000 (2011 version) for seismic design, with the zoning revised in 2024, plus the mandatory standards for steel (NM 01.4.095, 01.4.096, 01.4.097, 01.4.220), cement (NM 10.1.004) and concrete (NM 10.1.008).

Are the Eurocodes compulsory for the structure?

No. A structural engineer may adopt them as a design reference, yet they never take the place of RPS 2000 or of the mandatory Moroccan standards.

Does a villa need an inspection body?

It depends on the project and the contract; for larger buildings the CPS or the insurer often asks for one. Without it, acceptance of the reinforcement rests with the structural consultancy and the architect.

What should be checked before a floor slab is poured?

Reinforcement against the drawings, service openings, propping and formwork, then whether the delivered concrete matches the specification. Written acceptance is the hold point.

Can a column be removed while the building is under construction?

Never without a study by the structural consultancy, an amended drawing and confirmation that the change still complies with the permit.

What evidence demonstrates the quality of the frame?

Approved calculation note and drawings, certificates and delivery notes for steel and concrete, test and acceptance reports for each storey, and the inspection body's report where one was appointed.
