Suspended ceilings and plaster in Morocco: standards, fire rules and checks

In Morocco a suspended ceiling is governed by two kinds of rules. The fire safety regulation (Decree No. 2-14-499) applies wherever the building category requires controlled reaction to fire or protected escape routes. Two Moroccan standards are mandatory for products: NM EN 13964 for suspended ceiling systems and NM 06.7.082 for the recessed light fittings set into them. The plasterboard, metal framing, jointing and fibrous plaster standards are homologated and become binding only when the specification (CPS) cites them. The decisive moment on site is the check of the services above the ceiling before the boards are closed.

Scope

This page covers ceilings hung below the structural slab in houses, apartment buildings and small public buildings: plasterboard on metal framing, lay-in tile grids, traditional fibrous plaster (staff) cornices and coves, and the access hatches and light fittings they carry. Plasterboard partitions and linings share the same products but are dealt with under the internal walls and finishes packages.

Work starts once the embedded electrical, plumbing and air-conditioning runs in the ceiling void have been tested and photographed, and it ends with the ceiling filled, sanded and ready for painting. The painting package and the final light fittings follow; the HVAC and electrical packages remain responsible for what is hidden in the void.

Who does what

PartyRole
Client (owner)Approves the ceiling layout, finishes and samples, and keeps the product documents in the building file.
ArchitectDraws the reflected ceiling plans, levels and access hatch positions, coordinates them with the services and accepts the finished work.
Building services engineerConfirms that ducts, cable routes and pipes in the void are complete and tested, and specifies the access points needed for maintenance.
Inspection body (when appointed)Checks the fire classification of linings in buildings subject to the fire regulation and reviews the evidence supplied.
Ceiling contractorInstalls the system according to the manufacturer's guide and the drawings, supplies product evidence and requests the closing-up inspection.

Inspection milestones

  1. Samples and finishes approved Specification (CPS) requirement
Ceiling type, cornice profile and light fitting models approved on samples before ordering.
  2. Embedded services tested before closing up Specification (CPS) requirement
Everything in the void tested and photographed before the first board is fixed; once closed, nothing can be checked without cutting.
Standards to check at this milestone: NM 06.6.071
  3. Floor and wall finishes, ceilings and painting Specification (CPS) requirement
Finished ceiling level, flatness of joints, hatches in place and usable, fittings aligned with the reflected ceiling plan.
  4. Pre-handover inspection (OPR) Good practice
Pre-handover walk-through: cracks at joints, stains from leaks, missing trims and hatches recorded as snags.

Common non-conformities and follow-up

FindingAction
Boards fixed before the pipework in the void had been pressure-tested.Open the ceiling where the runs pass, carry out the test, then close again with a recorded inspection.
Standard boards installed in a shower room where moisture-resistant boards were specified.Replacement of the boards concerned, at the contractor's expense, before any finish is applied.
Recessed downlights supplied without proof of conformity.Fittings set aside until the documents are produced, or replaced with compliant fittings.
Cracking along board joints a few weeks after painting.Investigation of framing spacing, fixings and jointing, then repair of the joints and repainting of the affected area.

Frequently asked questions

Is there a mandatory standard for suspended ceilings in Morocco?

Yes. NM EN 13964 is listed as mandatory for suspended ceiling systems, and NM 06.7.082 is mandatory for recessed light fittings. The plasterboard standard NM EN 520 is homologated and applies through the specification.

Does the fire regulation apply to ceilings in a private villa?

The fire decree classifies buildings; a single-family house is far less constrained than a building open to the public or a high-rise. Your architect confirms which provisions apply to your project.

Why insist on access hatches?

Valves, air-conditioning units, drains and junction boxes above the ceiling need servicing. Without planned hatches, every repair means cutting and patching the ceiling.

Is traditional staff work covered by a standard?

Fibrous plaster products have a homologated standard, NM EN 13815. It becomes binding only if your CPS refers to it; otherwise approve a sample and the fixing method.

Who checks the void before closing?

The architect together with the building services engineer, on the basis of the test reports and photographs supplied by each contractor.
