Painting works in Morocco: mandatory paint standards, lead limit and inspection

Painting is one of the finishing packages where Morocco has made several product standards mandatory. Finishing paints for dry rooms (NM 03.3.255) and for wet rooms (NM 03.3.256), fillers for interior and exterior work (NM 03.3.124), the limit on lead in paints (NM 03.3.318), anti-corrosion systems for steelwork (NM 03.3.254 and NM ISO 12944-6) and powder coatings (NM 03.2.232) all appear as mandatory in the catalogue. Execution itself follows homologated standards and the CPS, which describe preparation of the substrate, number of coats and the expected finish.

Scope

Covered here: preparation, priming, filling and painting of internal walls and ceilings, exterior masonry and concrete, timber joinery and site-painted steelwork, plus decorative finishes such as tadelakt-style coatings when they are applied by the painting contractor.

The package starts on renders and plasterboard that are dry and accepted, and finishes with the last coat after the other trades have left each room. Factory powder coating of aluminium and steel is supplied by the joinery and metalwork packages, but its conformity is checked with the same mandatory references.

Inspection milestones

  1. Samples and finishes approved Specification (CPS) requirement
Colour and finish trial areas painted on site and approved by the client and the architect.
  2. Renders, screeds and joinery installed Good practice
Renders cured and plasterboard jointed before any paint is applied; joinery fixed so that paint is not damaged afterwards.
  3. Floor and wall finishes, ceilings and painting Specification (CPS) requirement
Number of coats as specified, uniform appearance under grazing light, clean edges at ceilings, tiles and joinery.
  4. Pre-handover inspection (OPR) Good practice
Touch-ups after the last trades, marks and runs listed as snags, spare paint of each colour handed over.

Common non-conformities and follow-up

FindingAction
Paint applied on a render that was still damp, producing blistering and efflorescence.Scraping of affected areas, drying of the support, treatment of salts and repainting with the full system.
Paint for dry rooms used in a bathroom.Removal or overpainting with a product conforming to the wet-room standard, as specified.
Rust appearing on railings within the first season.Check of surface preparation and coating system against the specification, then preparation and recoating by the contractor.
Containers on site without label or data sheet.Products set aside until the manufacturer's documents prove conformity with the mandatory standards.

Frequently asked questions

Are paints regulated in Morocco?

Yes. Several paint standards are mandatory, including those for finishing paints in dry and wet rooms, fillers, the lead limit and anti-corrosion systems for steel.

How can I be sure a paint contains no excessive lead?

Ask for the data sheet showing conformity with NM 03.3.318, the mandatory lead standard, and check the product label on site.

How many coats should be applied?

The number of coats is written in the specification and the manufacturer's system. The architect checks it before accepting each room.

Does the façade paint need a special product?

Yes, an exterior paint for masonry. NM EN 1062-1 provides the classification used to describe it in the CPS.

Who pays for touch-ups at handover?

Damage caused by other trades is allocated according to the contract; the snag list drawn up at the pre-handover inspection records who repairs what.
