Building a swimming pool in Morocco: water law, pool lighting standard and checks
A swimming pool in Morocco has a short list of binding texts. Law 36-15 on water matters as soon as the pool is filled from a well or borehole, or when backwash and emptying water are discharged. The only mandatory product standard in this package is NM 06.7.090, which covers luminaires for swimming pools and similar uses. The pool equipment series (NM EN 13451) and the pool safety standards for design and operation (NM EN 15288-1 and -2) are homologated: they become binding through the specification, and are especially relevant for pools shared by residents or open to guests.
Scope
The page covers in-ground pools of villas, residences and small hotels: the reinforced concrete or other shell, waterproofing and finish, skimmers, inlets and main drains, filtration and treatment plant, underwater lighting, edge coping and surrounding deck, and the safety arrangements against drowning.
It starts once the pool is designed with the structural engineer and the location of the plant room is fixed, and ends when the filtration is commissioned and the user has been trained. The building's general drainage and the garden paving are part of external works.

Frequently asked questions
Which standard is mandatory for a pool in Morocco?
Only NM 06.7.090, for pool luminaires. The pool equipment and pool safety standards are homologated and apply when the specification cites them.
Can I fill my pool from a borehole?
Wells and boreholes fall under Law 36-15 on water and require authorisation. Check with the competent water authority before drilling.
Is a safety barrier required?
The catalogue lists no Moroccan regulation imposing one for private pools, but a safety device against drowning is strongly advised and often written into the specification.
Why test the shell before tiling?
A leak found after tiling means removing the finish. The raw shell test shows whether the concrete itself is watertight.
Who designs the pool structure?
A structural engineer, taking the soil report and groundwater into account, as for any reinforced concrete structure.
