Heating, ventilation and air conditioning in Morocco: regulations, labels and commissioning
HVAC work in Morocco is framed mainly by regulations rather than product standards. The thermal regulation RTCM (Decree No. 2-13-874) sets the envelope performance that drives the cooling and heating loads. Air conditioners placed on the market must meet the minimum efficiency and labelling requirements of Order No. 1529-24, under Decree No. 2-20-716 and Law 47-09. Gas boilers fall under Order No. 1616-22, and smoke control under the fire decree No. 2-14-499. Order No. 1674-18 sets common specifications for mechanical ventilation in public buildings and is a useful basis for any CPS. The heating and ventilation standards in the catalogue are homologated, not mandatory.
Scope
This page covers air conditioning (split, multi-split, ducted and central systems), mechanical ventilation of wet rooms and car parks, fresh air handling, wet heating with boilers and radiators or underfloor loops, and smoke extraction equipment where the HVAC contractor installs it.
The package starts with the thermal and load calculations at detailed design and ends with balancing, commissioning and the handover of operating instructions. Electrical supplies to the units come from the electrical package; envelope insulation belongs to the insulation package.

Is there a mandatory standard for air conditioners in Morocco?
Air conditioners are governed by Order No. 1529-24, which sets minimum efficiency and mandatory labelling, under the framework Decree No. 2-20-716.
Does the RTCM concern the HVAC contractor?
Indirectly: the RTCM governs the envelope, which sets the loads. The HVAC engineer uses it to size equipment correctly.
Are ventilation standards mandatory?
The ventilation standards in the catalogue are homologated. Order No. 1674-18 is the official reference for mechanical ventilation in public buildings and can be adopted in a private CPS.
Where should outdoor units go?
Where they can be reached and serviced safely, without disturbing neighbours or damaging the façade, as planned with the architect from the design stage.
