Waterproofing in Morocco: flat roofs, membranes, sealants and the flood test

Flat-roof waterproofing is one of the few site trades in Morocco governed by a mandatory workmanship standard: NM 10.8.913, the Moroccan counterpart of the French roofing code for flat and pitched roofs with waterproofing. Several products are also of mandatory application, including synthetic roofing sheets (NM EN 13956), damp-proof sheets, rubber waterstops and joint sealants (NM ISO 11600). When insulation is added to a roof, the energy regulation RTCM (Decree No. 2-13-874) applies too. On site, the decisive proof is a successful flood test before the protection layer goes down.

Scope

This page concerns roof terraces (accessible or not), balconies and loggias over habitable rooms, wet-room floors where the CPS calls for tanking, basement walls and the damp-proof course at the base of walls. It includes the falls, upstands, outlets, expansion joints and sealant joints that make a waterproofing system complete.

It opens when the architect's details are drawn and the supporting slab or screed has been accepted, and closes when the roof has passed its flood test and been protected; the follow-up continues through the ten-year liability period, during which any leak threatening the building must be reported.

Who does what

PartyRole
ArchitectDraws the roof falls, upstand heights, outlets, overflows and joints, and witnesses the flood test.
Waterproofing contractorChecks the support before laying, installs the system to NM 10.8.913 and the manufacturer's instructions, and runs the flood test.
Structural contractorDelivers a clean, cured slab with the falls and upstands ready, and leaves outlets at the right place.
Structural engineering consultancy (BET)Checks that the roof can carry the protection layer, insulation and any planted or paved finish.
Client (owner)Keeps the test report and product evidence, and reports any leak promptly during the liability period.

Inspection milestones

  1. Architectural details and coordination of openings Good practice
Roof plan with falls and outlets, upstand and threshold details, and joint layout drawn before the slab is cast.
  2. Basement and buried walls accepted Specification (CPS) requirement
Basement tanking and damp-proof membranes inspected and photographed before the walls are backfilled.
  3. Roof waterproofing tested Specification (CPS) requirement
Support accepted, membrane laid, upstands and outlets finished, flood test passed and recorded before protection.
  4. Ten-year liability: serious defects followed up Legal obligation
Any leak that threatens the building reported at once and documented for the insurer during the liability period.

Common non-conformities and follow-up

FindingAction
Ponding on the roof after rain because the falls were not formed. Before waterproofing: rebuild the screed to falls. After: assess with the architect whether the system can tolerate it or must be redone.
Upstand too low under a door threshold or at the parapet.Raise the upstand or redesign the threshold with the architect before the flood test.
Flood test reveals a leak in the room below.Drain, locate and repair, then repeat the test; no protection layer is laid until a test passes.
Membrane laid on a damp or dusty slab.Strip the affected area, let the slab dry, clean and prime, then lay again.

Frequently asked questions

Is there a Moroccan standard for flat-roof waterproofing?

Yes. NM 10.8.913 sets the workmanship rules for roofs with waterproofing elements and is of mandatory application.

What is a flood test and is it required?

The roof is filled with water for a set period and the rooms below are watched for leaks. The CPS usually requires it; it is the only convincing proof before the roof is covered.

Are sealants regulated?

Yes. Joint sealants are classified under NM ISO 11600, which became mandatory in August 2025; the class must suit the joint.

Does roof insulation have to meet the RTCM?

When the roof is part of the heated or cooled envelope, the RTCM (Decree No. 2-13-874) sets its thermal performance by climate zone; the architect or thermal engineer justifies it.

Who is liable for a leaking roof after handover?

The contractor and designers, under the ten-year liability for defects that threaten the building's soundness, as provided by their contracts and the law. Report leaks quickly and keep the test report.
