Setting up a construction site in Morocco: legal obligations, protective equipment and lifting gear

Before the first excavation, a Moroccan site has to be set up in line with a handful of binding texts. Law 66-12 and its implementing Decree No. 2-19-409 organise site inspections and require visible items such as the site sign board and the site log book. The Labour Code (Law 65-99) places safety duties on the employer, and Law 28-00 governs where construction waste may go. Workers' protective equipment must meet the mandatory NM standards for safety footwear, gloves and dust masks. Lifting appliances follow homologated, non-binding standards.

Scope

The page covers everything installed before and around the works: hoarding and access gates, site sign board, temporary water and power connections, site huts and welfare facilities, storage areas, waste skips, lifting appliances, and the personal protective equipment issued to the workforce. It also covers the kick-off meeting where the site rules are agreed.

It starts once the order to commence has been issued and ends when the setting-out has been accepted on the ground; earthworks then take over. The site installation stays in place until handover, so its upkeep and final clearance are tracked until the end of the works.

Hoarding closed, access controlled, temporary connections safe, storage and waste areas marked out, PPE issued.
  3. Kick-off meeting and programme Good practice
Programme, document flow, hold points, meeting schedule and sample procedure agreed and minuted.
  4. Setting-out accepted Specification (CPS) requirement

Common non-conformities and follow-up

FindingAction
No sign board at the entrance, or the site log book cannot be produced.Put both in place immediately: an inspector's visit under Law 66-12 can lead to an offence report and sanctions.
Workers on site without safety shoes or gloves.Reminder recorded in the minutes, PPE issued on the spot, and access refused to anyone who remains unequipped.
Rubble dumped on a vacant plot or at the roadside.Removal to an authorised facility at the contractor's cost and proof of disposal added to the file.
A crane erected without an inspection report. No lifting until a competent person has inspected the appliance and the report is on site.

Frequently asked questions

What must be displayed at the entrance of a building site in Morocco?

A sign board carrying the permit details required under Law 66-12. The permit and the site log book must also be available for any inspector who visits.

Is personal protective equipment regulated by Moroccan standards?

Yes. Safety footwear, mechanical-risk gloves, welding gloves and filtering half masks fall under Moroccan standards of mandatory application, so the products bought must comply.

Who pays for the site set-up?

Whatever the CPS says. In most contracts it is a separately priced item covering hoarding, connections, welfare, waste and safety; leaving it out of the bill of quantities invites disputes later.

Are crane standards binding?

The crane standards in the catalogue are homologated, not mandatory. They become contractual when the CPS refers to them, and they remain the reference for a competent inspection.

When does the earthworks contractor take over?

Once the setting-out has been accepted in writing against the permit. Digging before that acceptance risks building in the wrong place.
