External works in Morocco: sewers, water mains, roads and subdivision infrastructure

External works in Morocco combine land-use law and product standards. For a subdivision, Law 25-90 requires the developer to build the infrastructure and obtain its provisional acceptance before the plots can be occupied; Law 34-21 amending it had been adopted but its official text was not yet online at the date of the catalogue. Water use, discharges and rainwater fall under Law 36-15, and the local distributor sets connection conditions. Sewer pipes in PVC-U and structured-wall plastics, PE and PVC water mains, road bitumens and street lighting columns and luminaires carry mandatory NM references. Topographic surveys must be done by a registered surveyor under Law 30-93.

Scope

This page covers everything outside the building footprint: foul and storm drainage to the public sewer or to an on-site treatment system, water, electricity and telecom mains, driveways, car parks and paving, kerbs and gutters, street lighting, retaining features and planting, and the infrastructure of a subdivision or housing group.

Work starts with the topographic survey and the distributor's requirements, continues after the main structural works, and ends with as-built records and the final connections. Garden swimming pools have their own package; the building's internal drains stop at the first external inspection chamber.

Frequently asked questions

Who must carry out the topographic survey?

A registered surveyor, under Law 30-93. The survey is the base for levels, networks and the land title check.

When can plots in a subdivision be occupied?

Under Law 25-90, after the provisional acceptance of the infrastructure built by the developer. Check also the effect of Law 34-21 once its text is published.

Which pipes are mandatory for sewers?

PVC-U sewer pipes and structured-wall plastic pipes have mandatory NM references, as do the PE and PVC pipes used for water mains.

What if there is no public sewer?

An on-site treatment system is needed. No specific national regulation was found; distributors' rules and the homologated standard NM EN 12566-1 guide practice.

Why record networks before backfilling?

Buried networks are invisible afterwards. A georeferenced as-built record avoids damage during later works and is often required by the distributor.
