Earthworks in Morocco: regulations, surveys and excavation acceptance

Earthworks in Morocco are not governed by a single product standard; they depend on the documents prepared beforehand and on a few laws. The topographic survey must be drawn up by a surveyor registered under Law 30-93, the geotechnical report fixes the founding level, and spoil has to be removed to authorised sites under Law 28-00. Large projects may need an environmental assessment (Law 49-17), and coastal plots are subject to the Coastal Law 81-12. On site, the setting-out and the excavation bottoms are the two hold points.

Scope

This page covers general excavation, trench and pit digging for foundations, backfilling, the removal of spoil and the granular layers placed under ground slabs (hardcore, unbound graded aggregate, geotextile). It includes the protection of open excavations and the attention owed to neighbouring buildings.

It begins with the topographic survey and the setting-out accepted on the ground, and finishes when the excavation bottoms have been accepted, just before the blinding concrete. Retaining walls and deep basements fall under their own page, as do the foundations themselves.

Who does what

PartyRole
Registered surveyor (IGT)Produces the topographic survey tied to the reference grid, checks title and plot concordance, and sets out axes and levels.
Geotechnical engineerPlans the boreholes, reports on soil, groundwater and site class, and confirms the founding soil when the bottoms are opened.
ArchitectAccepts the setting-out against the permit, follows the excavation and signs off the bottoms with the geotechnical engineer.
Earthworks contractorDigs to the levels on the drawings, shores or batters the sides, protects neighbouring footings and removes spoil to authorised sites.
Client (owner)Commissions the survey and the soil investigation early, and checks that the contract covers spoil removal and any shoring.

Inspection milestones

  1. Topographic survey and title concordance Legal obligation
Survey signed by a registered surveyor, boundaries and levels shown, plot concordant with the land title.
  2. Geotechnical survey Specification (CPS) requirement
Soil report received, groundwater and site class stated, recommendations passed on to the structural engineer.
  3. Setting-out accepted Specification (CPS) requirement
Markers recovered, setbacks and axes measured against the permit, site datum fixed outside the dig area.
  4. Earthworks completed Good practice
Excavation measured against the drawings, spoil removal documented, open trenches fenced and protected from run-off.
  5. Excavation bottoms accepted Specification (CPS) requirement
Bottoms at the design level, soil matching the report, faces stable, neighbours' footings undisturbed.

Common non-conformities and follow-up

FindingAction
Groundwater appears that the soil report did not mention.Pause the dig, inform the geotechnical engineer and agree a dewatering method in writing before continuing.
A neighbouring wall shows cracks or its footing is exposed.Stop excavating alongside it, record its condition with photos and a joint report, then shore it as the structural engineer prescribes.
Over-excavation below the design level.Do not refill with loose soil; the structural engineer specifies the make-up, usually lean concrete.
Spoil tipped without a receipt from an authorised site.Ask the contractor for disposal evidence and withhold payment of that item until it is provided.

Frequently asked questions

Do I need a surveyor before digging?

Yes. In Morocco levelled plans must come from a surveying engineer registered under Law 30-93, and the setting-out relies on that survey.

Why wait for the soil report before excavating?

It sets the founding level and warns of groundwater or weak layers. Digging without it means guessing the depth and possibly paying twice.

Where can excavated soil be taken?

Only to destinations authorised under Law 28-00. Keep the tipping receipts in the project file.

Who signs off the excavation bottoms?

The geotechnical engineer and the architect, with the structural engineer or inspection body where appointed. Blinding concrete is poured straight after.

Are there special rules on the coast?

Yes. The Coastal Law 81-12 restricts building near the shoreline and protects public access, so check it at sketch-design stage for any seaside plot.
